Objective  •   Executive Summary

Objective:
The overall objective of the survey is to collate and map GIS information in all the thirty (30) Local Government Areas of Osun State. This mapping data is to broadly assist in providing an idea of the spatial location and availability of social amenities in the CSDP LGAs.


Executive Summary:
The Federal Government of Nigeria has received a credit from the International Development Association (IDA) towards the implementation of the Community & Social Development Project (CSDP) and intends to apply part of the proceeds for consultancy services of baseline survey mapping in participating LGAs. This contract for the baseline survey mapping is to ascertain the availability of different facilities in the communities. Taking bearing on comparative impact assessment of project performance to determine whether the project development objective is achieved.

The Osun State Agency for Community Development Project (CSDP) is anchored on the adoption of Community Driven Development (CDD) which guarantees that communities actually take charge of their development agenda. One of the major factors identified that have slowed down human development is lack of community’s participation in the design and implementation of policies and programs that affect their lives. Unless community members become the protagonist of their own development, no amount of investments or provisions to them will be sustained.


Evidence shows that community project implementation failures in the past was because the perceived beneficiaries do not truly participate in the assessment of needs and identification of problems to be addressed by such efforts. In order to ensure that community needs were collectively identified, comprehensive, detailed and consistent with project development objectives, it should be participatory and emphasis on need to respect multiple voices, and ethical issues around participation. It should encourage use of local cultural values, organizations and knowledge systems for solving problems.
